Berhampur was converted from a municipality into a Municipal Corporation on December 29, 2008, with plans to merge the surrounding areas. However, residents of areas including Lochapada and Haldia Padar say they are still deprived of basic civic facilities such as drainage, garbage clearance, drinking water, electricity and roads.
