Crackdown on bureaucracy: Did PM Modi’s meeting give Nayab Saini a new ‘guru mantra’?

Chandigarh: Haryana Chief Minister Nayab Singh Saini seems to be in no mood to let files gather dust or decisions remain stuck in the bureaucracy. His recent meeting with Prime Minister Narendra Modi has added another layer to the political discussion around the Chief Minister’s changing approach to administration. While there is no official word that Modi gave Saini any specific direction to tighten the screws on bureaucrats, the timing has certainly caught attention in political circles. Over the past few days, the focus of the Saini government has increasingly been on one thing—implementation. The government may take a decision, but the real question is what happens after that. Does the file move? Does the project start? Does the benefit reach the people? This is where the Chief Minister appears to be putting more pressure on the administrative machinery. Important projects and government decisions are expected to come under closer monitoring, with officers being made more directly responsible for delays and pending work. Regular reviews are also likely to become more important, particularly in cases where projects have been held up for one reason or another. For the bureaucracy, the message is fairly straightforward: procedure cannot be allowed to become a reason for unnecessary delay. This is not a new debate in Haryana politics. Governments have often faced criticism over decisions getting stuck between departments, approvals taking time and projects moving much slower than the announcements made about them. Saini now appears keen to change that perception. The Chief Minister's approach seems to be moving from simply asking departments to complete their work to actually tracking whether the work has been completed within the given timeframe. And this could have political significance as well. Saini has been projecting his government around development, investment and delivery. But for that political message to work, the administrative machinery has to move at the same pace. The recent meeting between Saini and PM Modi is therefore being viewed in this larger context. During the meeting, issues related to Haryana's development, industrial policy and investment were discussed. Saini has also spoken about the Centre's guidance and support for the state's development agenda. So, is there really a new ‘Modi mantra’ behind Saini's tougher approach towards the bureaucracy? There is no official confirmation of that. But politically, the speculation is unlikely to disappear anytime soon. Because if the Chief Minister succeeds in making officers more accountable for delays and ensures that major decisions are implemented on the ground, it could change the way the Haryana administration is perceived. For Saini, the challenge now is to make this approach visible beyond review meetings and official statements. The real test will be on the ground—how quickly files move, how fast projects are completed and how effectively government schemes reach the people. If the Chief Minister continues with this approach, Haryana could see a more closely monitored and result-oriented style of governance. And perhaps that is the bigger message coming out of the recent developments: The government is not just asking for decisions anymore. It wants results.
