Maharashtra Drafts New Banking Rules, Storage Mandate for Rooftop Solar

The Maharashtra Electricity Regulatory Commission (MERC) has proposed introducing a capacity-based banking framework for renewable energy generating systems irrespective of the procurement arrangement and mandating energy storage systems (ESS) for grid-interactive and behind-the-meter rooftop systems above 100 kW. The draft Grid Interactive Rooftop Renewable Energy Generating Systems Regulations, 2026, state that any augmentation, enhancement or increase in the installed capacity of an existing renewable energy generating system will result in mandatory migration of the consumer to the proposed regulations from the date of such augmentation or enhancement.
